Primary Duties & Responsibilities

JOB SUMMARY

Reporting to the Vice President Technology Transformation, the Director of IT Applications will provide vision and leadership for developing and implementing information technology (IT) initiatives that improve cost, functional effectiveness and quality of IT services for Globe Life in support of its business initiatives. Globe Life is in a constantly changing, competitive marketplace and the Director of IT is responsible for planning and implementing information systems with a focus on enhancing Globe Life’s competitiveness in its chosen markets. All efforts must take into consideration a business environment that has both distributed and centralized business operations with a focus on excellence in project execution, customer service and team development.

PRIMARY DUTIES & RESPONSIBILITIES

  • Serves and participates proactively with members of the IT management team in developing, communicating and executing strategic plans to optimize the use of information technology in support of Globe Life’s business objectives. These plans define a vision for meeting current and future information and technology needs while ensuring alignment and integration of IT with the overall vision, mission, and values of the enterprise.
  • Develops and maintains an appropriate organizational structure capable of supporting the application development needs of Globe Life Application Managers, Architects and DBAs who are responsible for development, operations, maintenance, evolution and performance of various business applications will directly report to Director IT Application Development.
  • Responsible for coordination, facilitation, and consultation with all Globe Life IT staff on corporate-wide initiatives. Provides direct leadership for the application development IT staff.
  • Responsible for the recruitment, development, motivation and retention of assigned staff conforming to budgetary objectives and personnel policies. This shall be accomplished through the consistent practice of sound human resources concepts, thereby achieving teamwork, employee security, mutual respect and service excellence with the highest level of professionalism
  • Ensures appropriate integration of key systems and processes to minimize redundant, inefficient or error-prone processes.
  • Coordinates, and controls activities related to selection, acquisition, development, and implementation of new and updated applications.
  • Responsible for the development and maintenance of systems architecture, implementation of standards and interconnection of information systems when profitable to do so.
  • Negotiates IT service level agreements with user organizations and monitors IT systems performance to assure service levels are being met.
  • Participates in the development and enforcement of policies and procedures to ensure the protection of enterprise IT assets and the integrity, security and privacy of information entrusted to or maintained by the IT systems. Ensures that information systems operate according to internal standards, external accrediting agency standards, and legal requirements.
  • Develops and maintains an enterprise-wide business recovery plan to ensure timely and effective restoration of IT services in the event of a disaster.
  • Ensures appropriate training programs are in place to attract, retain and develop the key personnel required to support information services.
  • Responsible for monitoring IT activities and costs as related to the overall utilization of resources required to meet project and operational requirements.
  • Maintains knowledge of current technology, equipment, prices and terms of agreements to minimize the investment required to meet established service levels. Evaluates alternatives, performs appropriate cost benefit analysis, and recommends solutions that minimize costs commensurate with acceptable risks.

Key Expectations

  • Optimize team and project resourcing by maintaining focus on business priorities, driving improved application development costs, and developing functional / technology roadmaps to step change applications performance and effectiveness.
  • Set up and maintain a cutting edge application development environment (implementing tools and process for SDLC with focus on Design, Development and QA).
  • Design and implement application development performance measures
  • Be a thought leader on emerging/ breakthrough technologies and implement as appropriate. Success in this area is measured by having workable strategies & architecture is in place for Globe Life

Required Knowledge & Experience

EDUCATION & WORK EXPERIENCE REQUIRED

  • 10+ years of proven skills in managing large professional programming staffs
  • 10+ years of experience in managing applications/programming projects and teams in mainframe and client server environments
  • 10+ years of work related experience in project management
  • Bachelor's degree (or higher) in Information Systems/Computer science or related field.
  • Working experience in the following:
    • Microsoft SQL 7/SQL 2000, Microsoft Query Analyzer
    • Microsoft.NET Applications
    • Systems development and maintenance on IBM mainframes, in both the z/OS and VSE operating environments.
    • Familiarity with COBOL, Assembler Language, and various file types, such as VSAM, QSAM, etc.
  • Managing teams with both business and technical backgrounds.
  • Process design and implementation experience
  • Experience with managing purchased software products implementations and maintenance
  • Comfortable working with vendors and service providers
  • Experience in the life/health insurance industry, a plus
  • Preferred: Insurance and/or Project Management Designations.

Participation is elected on a calendar year basis and is available to all eligible employees the first of the month following the completion of 30 days of continuous service. Company contribution to HSA ($4500 family, $2500 single plans)

Short-Term Disability - Eligible employees may be entitled to salary continuance during periods of temporary disability. Benefits are based on employee status and years of service.*

Group Life and Long-Term Disability** - Eligible employees may elect life insurance and long-term disability coverage the first of the month following 30 days of continuous service.

Vacation and Paid Holidays - Employees are eligible for vacation upon the completion of six months of employment. In addition, the Company offers eight paid holidays.
