Primary Duties & Responsibilities

Job Summary

Globe Life is seeking a Resource Manager who is responsible for bringing transparency to key elements of the portfolio including how financial and human capital are assigned, allocated and utilized.   Responsible for the process and accountability around planning and resourcing projects with IT and key business resources. 


  • Develop and maintain a framework to track over time individual assignments/role assignments to specific projects, programs and other structured work activities. Do so using sophisticated IT program and portfolio management (PPM) or resource management tools where necessary
  • Maintain and make available timely and accurate analyses of the current and projected states of assignment, consumption and availability of all IT staff members and key business users with the abilities and skills appropriate for work on projects and programs
  • Provide management and leadership with agreed-on resource reports and advisories that are timely and accurate.
  • Define needed inputs, input sources, ownership, time frames, and actual data content required to maintain and report “actual time worked” data compared with “planned time worked” data. Identify and track variances and trends. Apply leadership-defined criteria for escalation and action required for poorly maintained conformance to agreed-on numbers, roles and use of skills for assigned IT resources.
  • Experience utilizing PPM, data and analytics tools
  • Work with stakeholders to determine the proper priority
  • Manage team of supporting roles for project resourcing
  • Recognize areas for internal improvement and developing plans for implementing them

Required Skills


  • Ability to define and execute a structured process for intake, data gathering, scoring, and recommendations
  • Experience dealing with third-party suppliers and a contingent workforce
  • Strong analytic skills
  • Overall general management abilities and experience with assembling, analyzing, recommending, escalating and reporting. Ability to explain to management and senior leadership the metrical, graphical, situational, interpersonal and other issues and risks related to resources
  • Ability to work with business stakeholders to utilize new processes and tools
  • Possess a vision for process optimization and increasing value to stakeholders
  • Experience utilizing PPM, data and analytics tools

Required Knowledge & Experience


  • Bachelor's degree in technology related area preferred or PMP or Six Sigma
  • Substantial IT Project Management experience, or relevant business or team leadership.
  • Experience with projects in multiple technologies, functions (e. g. transaction management, risk management etc.) and industries.
  • Strong knowledge of systems used by the Globe Life business community to fund, manage and engage resources for the execution of the project.
  • 10+ years of related technology experience, a significant amount of which has been at the senior staff level, working with multiple technologies and complex, large scale, cross-functional project management, preferably in the financial services industry.
  • Experience managing diverse work-groups.

Participation is elected on a calendar year basis and is available to all eligible employees the first of the month following the completion of 30 days of continuous service.

Health Savings Accounts (HSA) - A pre-tax Health Spending Account (HSA) is offered to those who enroll in the High Deductible Plan. It allows you to pay for many of the health care expenses not covered by your medical plan including deductibles and co-pays. Participation is elected on a calendar year basis and is available to all eligible employees the first of the month following the completion of 30 days of continuous service. Company contribution to HSA ($4500 family, $2500 single plans)

Short-Term Disability - Eligible employees may be entitled to salary continuance during periods of temporary disability. Benefits are based on employee status and years of service.*

Group Life and Long-Term Disability** - Eligible employees may elect life insurance and long-term disability coverage the first of the month following 30 days of continuous service.

Vacation and Paid Holidays - Employees are eligible for vacation upon the completion of six months of employment. In addition, the Company offers eight paid holidays.

Education Assistance - The Company supports employees who wish to continue their education to secure increased responsibility and growth within their professional careers. We offer a reimbursement program for expenses incurred through approved institutions of learning. In addition, Fellow, Life Management Institute (FLMI) and International Claim Association (ICA) program courses are offered after the completion of six months of services at no cost to the employee.

Fitness Reimbursement - Eligible employees are able to receive up to 100% reimbursement for monthly dues (employee only).

Supplemental Plans** - Cancer, Heart/Stroke, Accident.
